Hot Thread

So, I read in different forums over here that a few of them are designated as "hot threads with new posts" and some are designated as "hot threads with no new posts".
What I actually want to ask is that what is the criterion to designate any thread as "hot thread" by the admin/moderators? I mean what is meant by a "hot thread"?

Currently, the threads with more than 300 views or 15 replies are hot threads.
