Luckily I don't have any scorpions in my area, but here are some suggestions. Food grade Daitomeceous Earth (DE) is safe for use around pets, and can be sprinkled in areas to control scorpions.

A paste made of baking soda and water applied to the area may be soothing. I would think it best to shave the spot before application, using an Elizabethan Collar on the dog is also advised so it doesn't chew on the bite and cause more damage.
Benedryl is an antihistamine, and can be given to the dog at 1mg per pound every 6-8 hours. Scorpian venom contains histamines. There are more details about dose in this article.
